Don't see why they wouldn't be every bit as flying and advanced-y as they are 'today'. After all, they're alien intruders into this world. No reason for them to limit themselves to what passed for cutting-edge at the time.
Also, this entire argument is moot. In the intro-movie of Strike Witches season 1 episode 1, they explicitly state that the Neuroi entered our world in the year 1939. So no WWI era Neuroi, no ANZAC Day, nothing. Neuroi were only present from 1939 onwards, in whatever way, shape or form.
